While rates aren’t going to plunge another percentage point – November’s average rate for a 30-year fixed mortgage was 3.7%, compared with 4.87% in the year-ago month, according to Freddie Mac data – they’re going to set some new lows, Fannie Mae said in a forecast.

The average fixed rate probably will be 3.6% in 2020, which would be the lowest annual average ever recorded in Freddie Mac records going back to 1973. It compares with 3.9% in 2019 and 4.5% in 2018, according to Fannie Mae. The current record was set in 2016 when the annual average fell to 3.65%. Consider the annual average in 1981: 16.63%. That’s not the highest mortgage rates ever booked. Looking at weekly averages, the rate hit 18.6% in mid-1980 as the economy struggled with stubborn inflation.

Mortgage rates are at historical lows.   According to this article in ” The news is all good for mortgage rates. No matter where you look, experts are predicting sub-4 percent rates across the year. Fannie Mae predicts the lowest rates, with a 2020 average of 3.6 percent, while clocks in with the highest at 3.85 percent.

Housing inventory remains a challenge

Inventory has been notoriously tight over the last year, and experts are saying that trend will continue.  In fact,’s senior economist George Ratiu even predicts a possible “historic low level” of inventory in the coming year. Here’s how Ratiu explains it:

“As mortgage rates sank in March, the low rate environment gave the housing market a second wind,” says Ratiu.

“Thousands of buyers that were priced out by sky-high prices found a way to enter the market by leaning on financing, and those that were on the edge of qualifying were suddenly and automatically back in.”“At the start of the year, two out of three markets were seeing inventory growth. As we wrap the year, only one in 10 are seeing growth.” –George Ratiu, Senior Economist,
